  • WarCollar Industries is seeking a Business Analyst for Web Applications in a contract position with the State of Virginia. In this role, you will be responsible for enterprise-wide business analysis related to web applications, working closely with stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements and coordinate efforts across cross-functional teams. You will create essential documentation, such as design specifications, test plans, and test scripts, and collaborate with development teams to ensure successful system changes and implementations.

    The Business Analyst will report to the Systems Manager and work closely with the Project Manager to ensure that business requirements, enhancements, modifications, and new business initiatives are thoroughly documented and implemented successfully in IT solutions.

    • Business Requirements Development:
      Collaborate with customers and the project management team to develop and document business requirements for systems enhancements, modifications, and newly identified business initiatives.

    • Collaboration with Technical Teams:
      Work with the technical team and external vendors to ensure that business requirements are incorporated into systems design and testing processes.

    • Solution Evaluation & Recommendations:
      Evaluate alternative strategies for system improvements and provide recommendations for solutions that are compatible with current technologies and systems.

    • Documentation Creation:
      Develop business requirements documentation, business flow diagrams, prototypes, and mockups. Create business artifacts such as Use Cases, User Stories, Functional and Non-Functional Requirements, and Unified Modeling Language (UML) diagrams, Activity Diagrams, and Navigational Flows.

    • Facilitate Requirement Sessions:
      Facilitate Joint Requirement Planning (JRP) sessions with Business User Groups and Joint Application Development (JAD) sessions with the project team.

    • Testing & Quality Assurance:
      Participate in functional and systems integration testing, develop test plans and scripts based on requirements, and assist with testing in all environments. Provide training and support to customers throughout the testing phases.

    • Problem Solving & Process Improvement:
      Facilitate problem-solving sessions with stakeholders, identify innovative solutions, and provide proactive suggestions for system and process improvements. Perform competitive, problem, and opportunity analysis, and capture results in the form of a business case for proposed changes.

    • Project Communication & Documentation:
      Keep the Systems Manager and Project Manager informed of key issues that may impact project timelines. Facilitate project conference calls, status meetings, and planning sessions, and document meeting notes.

    • Security Requirements Coordination:
      Work closely with the Systems Manager and agency security team to ensure all security requirements are documented and implemented in the system. Manage security project conference calls, meetings, and documentation.

    • Utilize Project Management Tools:
      Utilize system-based project management applications, collaboration tools, and Microsoft Office Suite (Visio, SharePoint, Teams, Google Meets, etc.) to support project coordination and communication.

    • Experience & Knowledge:

      • Strong knowledge of relational databases (SQL), system development lifecycle (SDLC) methodologies, quality assurance techniques, and change management procedures.

      • Demonstrated ability in project planning, requirements gathering, business analysis, business process mapping, and procedural writing.

      • Experience with problem-solving, active listening, negotiation, conflict resolution, and group facilitation.

      • Ability to manage multiple activities concurrently with limited supervision and adjust to changing priorities.

      • Familiarity with various project management methodologies such as Waterfall, Iterative, and Agile, and the ability to adapt methodologies to fit project needs.

      • Strong attention to detail, excellent organizational skills, and the ability to prioritize competing demands.

    • Communication Skills:

      • Excellent verbal and written communication skills, with the ability to effectively present ideas and interact with stakeholders at all levels.

    • Educational Requirements:

      • Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field, or equivalent work experience.

    • Experience with Healthcare Information Systems and knowledge of healthcare technology needs.

    • Experience in systems analysis, application development coordination, and architecting technical solutions.

    • Familiarity with the Commonwealth of Virginia Information Security Standard (SEC 530).
